“Democratically we seek to find ways to move Scotland from representation to participation, limiting the powers of politicians and enhancing the powers of ordinary citizens. That is the overall topic of our initial section. In order to explain how that might be done, our first chapter outlines how Scots found themselves suffering the present level of democratic disengagement whilst the second chapter looks at the theory and practice of democracy worldwide. In chapter three we put forward some radical and far-ranging options which would alter the nature of our democratic process and lay requirements on ordinary citizens that some will find surprising. Many of these would lead to a profound transfer of power not, as at present, away from people but back to the people.”
